Crowley Police K9 Roscoe Murdered

Crowley Police K9 Roscoe was murdered along with two other people. oscoe’s handler, Crowley Police Officer Tate Thibodeaux, was shot in the same incident on Wednesday night, March 22, 2017. According to KATC, the incident began at a residence on Josey Street about 10:30 PM when Crowley Police Officers responded to a report of shots fired. Upon arrival, Crowley K9 Officer Thibodeaux and K9 Roscoe approached the residence and kicked in the door. The suspect, who was inside, began shooting at them. Officer Thibodeaux was struck in the thigh and released K9 Roscoe, who was shot and killed. The suspect then came out of the residence and began shooting at other officers, who returned fire. The suspect was shot and killed during the gunfight. Investigators went to a residence on South Avenue G on Thursday morning, March 23, 2017, about 6:30 AM to talk with a woman who lived there. Her vehicle had been found at the Josey Street residence. They found the body of the woman inside of the residence, along with her two children, who were not harmed. The children were turned over to relatives. Police believe that the suspect went to the South Avenue G residence first, and then drove that victim’s car to the Josey Street residence. Witnesses said that the suspect walked up to the door of the Josey Street residence, knocked on the door, and shot a female victim there numerous times. The suspect, who was not identified, apparently knew both women. The second woman who was killed was also not identified. Officer Thibodeaux has been released from the hospital and is at home recovering. The Louisiana State Police are conducting the investigation. K9 Roscoe was a Belgian Malinois. He was six-years-old and had been with the department for six months. Our thoughts and prayers are with the injured K9 Officer Thibodeaux and his agency in the loss of K9 Roscoe. Our thoughts and prayers are also with the families of the two women who were killed.

K9 Rosco was a three year old Belgium Malinois who had been with the Crowley Police Department since 2017. K9 Rosco was certified with the Dogs for Law Enforcement (DLE) for narcotics and patrol following a four week K9 academy with Mr. Paul Leblanc of LA K9. The DLE certifications consist of scent detection in Marijuana, Cocaine, Crack Cocaine, Methamphetamine, Ecstasy, and Heroin.

The Patrol portion of the certification consists of Off-lead recall, Recall, off-lead obedience, controlled bite of a fully sleeved decoy on command, as well as a controlled bite on the decoy with sleeve while firing a weapon.

As per the Crowley Police Department policy all K9 Handlers and their K9’s must conduct training for a minimum of sixteen hours a month to maintain their certifications with DLE. The training consists of continued drilling as in school, along with building  and vehicle search for narcotic suspects, area searching and tracking. All training is supervised by Mr. Paul Leblanc or the Sr K9 handler present.

James A. Cortina has been involved with police dogs since 1972 and currently on the Board of Directors for the Connecticut Police Work Dog Association Inc. Jim has been appointed as Treasurer since its inception in 1991. Jim is one of the charter members of the C.P.W.D.A. organization. Since 1975 he has been a certified professional dog trainer and received his Master Trainer Certification in 1985. During his career he has provided armed K-9 strike crowd control for security agencies in Connecticut and out of state security companies. In conjunction with other members of the Connecticut Police Work Dog Association Inc. Board of Directors, he helped to draft Connecticut Statute 53-247(e) "Intentional Injury or Killing of Police K-9" which was passed by the Senate in 1993 and also assisted in implementing the prestigious Daniel Wasson Memorial K-9 Award in 1992. In 1993 he helped coordinate the North American Police Work Dog Association Nationals in New London, Connecticut. He was appointed Training Director for the New London County Work Dog Association from 1985-1987. He performed decoy work for Connecticut Police Work Dog Association Inc. in police K-9 demonstrations, trained several local police department canines, and coordinated training workshops for out-of-state police departments. He participated in the United States Police K-9 Association Trials in Croton on Hudson, New York in 1985 as a decoy. He is an avid photographer and received photography awards in 1989, 1990, and 1991 and currently takes photographs for the Connecticut Police Work Dog Association Inc.
